The 1,500-page charge sheet was submitted before the Special Court (Prevention of Corruption Act) in Raipur under multiple sections of the Indian Penal Code (IPC) and the Prevention of Corruption Act, 1988. Both accused are currently lodged in Raipur Central Jail.

The charges include criminal conspiracy (Section 120-B), extortion (Section 384), cheating (Section 420), and forgery (Sections 467, 468, and 471) of the IPC, along with Sections 7, 7A, and 12 of the Prevention of Corruption Act. According to officials, this is the third charge sheet filed by the EOW in the high-profile case.

As per the EOW, Devendra Dadsena, who served as the personal assistant to Congress treasurer Ramgopal Agarwal, acted as a key intermediary in receiving and transferring large sums of money collected through the illegal coal levy network.

He was allegedly responsible for collecting, storing, and distributing these funds among various conspirators.

Evidence recovered from Congress Bhawan in Raipur, with entries made under the code name “Bhavan”, reportedly confirms the transactions linked to Dadsena.

Co-accused Navneet Tiwari has been identified as an active member of the extortion network. The EOW alleged that he collected crores of rupees from coal transporters and traders in Raigarh district on the instructions of Suryakant Tiwari, the main accused, using intimidation and threats to enforce payments.
